Initiation of University-Based Laboratory Biorisk Management Program

Increasing the capacity of laboratories based on universities is crucial. Although based on education and determination, university laboratories have high potential to be developed and become a resource in supporting the government in the effort to detect and diagnose diseases. For this reason, INDOHUN-OHLN actively strives to make efforts to increase the capacity of university-based laboratories.

In mid-2019 (June-August), INDOHUN-OHLN has carried out an initiation for university-based Laboratory Biorisk Management Programs in several major cities in Indonesia. The selected university laboratories include the Clinical Microbiology Laboratory and the Virology and Immunology Laboratory of the Faculty of Medicine – Airlangga University, the Microbiology Laboratory and the Paasitology Laboratory of the Faculty of Medicine, Gadjah Mada University, the Microbiology Laboratory of the Faculty of Veterinary Medicine – Syiah Kuala University. Each university formed a team to discuss the draft regulation of the biorisk management policy at the university level, where INDOHUN-OHLN actively participated in accompanying the process of drafting this draft.

From this initiation, INDOHUN-OHLN received a very good and cooperative response from each university. INDOHUN-OHLN actively contributes in the form of evidence-based data as well as technical assistance in an effort to support the laboratory’s legal basis for implementing biocultural management. In addition, INDOHUN-OHLN strives to maximize the role of the laboratory network that is currently available to spread the biorisk management program to other laboratories at the university.

The results obtained from this initiation are quite significant. Airlangga University has succeeded in producing regulations on biorisk management as outlined in the form of the Chancellor’s Decree which has been signed on the Implementation of  Biorisk Management, Biorisk Committee, and the Biosafety Officer Team. Whereas Gadjah Mada University has succeeded in drafting regulations on the Rector’s Decree related to Laboratory Biorisk Management, and the Biorisk Committee. However, the two drafts are still in the final review process before they are approved by the Chancellor. Meanwhile at Syiah Kuala University, the INDOHUN-OHLN team’s proposal related to the implementation of Laboratory Biorisiko Management was successfully accepted by the Chancellors by producing the Rector’s Decree on the application of Laboratory Biorisk Management in the Unsyiah’s environment. Follow-up activities and subsequent internal meetings will be carried out to maintain long-term implementation .

This success certainly cannot be separated from the participation of the university laboratory team, as well as the One Health Collaboratoring Center (INDOHUN-OHCC) team. Going forward, comprehensive cooperation is needed in order to maintain the continuity of the implementation of Laboratory Biorisk Management in each university.
