Online Mentoring 1 and 2 on Laboratory Quality Management

 

Since 2020, the Ministry of Health has been supporting the implementation of the Australian Indonesia Health Security Partnership (AIHSP) programme to enhance national health resilience in Indonesia, as well as to contribute to regional and global health stability and to support sustainable economic development and food security in Indonesia. The AIHSP programme is a five-year programme (2020-2025) funded by the Department of Foreign Affairs and Trade (DFAT). In 2021, AICHSP has undertaken several activities to strengthen the Laboratory of Public Health (Labkesmas), starting with support for Laboratory Capacity Mapping activities in five provinces (Central java, Yogyakarta Special District, South Sulawesi, Bali, and East Nusa Tenggara) partnering with Indonesia One Health University Network (INDOHUN). 

The AIHSP also collaborated with NRL and INDOHUN in implementing capacity-building activities through the Laboratory Quality Management Systems (QMS) workshop, the participants from the Public Health Laboratory (Labkesmas), in particular tier 1 – 3 The workshop was held for five days on January 29 – February 2 2024 at the Harper Hotel Malioboro Yogyakarta.

As a follow-up to the previous workshop activities, online mentoring activities are implemented in order to deepen the participants understanding of the laboratory quality management program as well as how to manage the challenges and faces. Online mentorship activities are interactive, group discussions and scenarios used to improve the understanding of participants. Participants are divided into groups according to the tier and mentoring activities are split into two sessions that are carried out on:

Mentoring 1: Wednesday – Friday, April 3 – 5, 2024 

A. Tier 3

Mentoring 1 (Wednesday, April 3, 2024). The participant attendance:

The purpose of online mentoring activities is to:

  1. Reviewing materials on quality management systems at previous QMS workshops.
  2. Discuss the progress, constraints, and challenges in the implementation of quality management systems in Tier 1-4 of laboratoriums.
  3. Study and discuss documents related to laboratory quality management.

Mentoring 1

For three days, Mentoring activity 1 opened with the first welcome by Dr. drh. Joko Pamungkas, M.Sc. (Lead Project AIHSP – Vice Coordination of INDOHUN). In his speech, Dr. Joko underlined to maximize and discuss in mentoring sessions so each participant can deliver their knowledge that gained from mentoring activities to fellow colleagues in each institution. Then the activity continued with the welcome and opening by Mrs. Lea Suganda (Program Manager AIHSP). She conveyed that the mentoring activity could be beneficial to the institutions and laboratories for the participants. The activity continued with a summary discussion of the response form activity previously collected by the laboratory on the status of the current Quality Management System (QMS) of the Laboratory. This is an important first step in evaluating the condition of the laboratory and determining direction and focus in the future mentoring process. Then it continued with the discussion of the problems faced by the laboratory.

The ongoing discussion not only serves as a receptacle to deliver the problems faced by the laboratory, but also as an interactive arena in every level. Participants actively share experiences, knowledge, and best solutions that can be applied to improve the quality of laboratory services. With this mentoring activity, it is expected that the laboratories will gain a deeper understanding of the various aspects of laboratory operations, from sample management to data management. Mentoring activity 1 is closed with the assignment of tasks from NRL to participants who will be presented at Mentoring 2.

Mentoring 2

The mentoring activity 2 opened with the first welcome by Dr. Prof. Dr. Agus Suwandono, MPH, Dr.PH (INDOHUN Coordinator). The next welcome by Mother Lea Suganda (AIHSP Program Manager), then continued with a welcome at the same time opening by dr. Endah Kusumowardhani, M.Epid (Head of the Surveillance Lab Work Team, Dit. Health Surveillance and Quarantine).

The activities continued with introduction sessions and presentations from the laboratories. In accordance with the assignment at mentoring 1, the laboratories delivered previously collected presentations and held discussions with NRL mentors, Dr. Vee Armstrong and Dr. Innocent Mupunga. The task details of each tier are:

  • Tier 1: Create a presentation based on QMS elements, then make planning related to the implementation of QMS including the sequence of implementations and obstacles already or potentially experienced.
  • Tier 2: Create a presentation by selecting one area to focus on to start implementation or make improvements. On one selected area, explain related areas which have been selected for improvements, how improvements are to be made to the area, and how obstacles are encountered when performing the improvements.
  • Tier 3: Create a presentation by selecting three areas to focus on to start implementation or make improvements. On the three selected areas, describe which areas are selected for improvements, how improvements are to be made to those areas, and how obstacles are encountered when performing the improvement.

Through the presentation and discussion process, participants from laboratory representatives have the opportunity to share experiences, learn from the other laboratory experiences, as well as gain some insights and input from experienced mentors. Thus, the implementation of QMS in various laboratories is expected to run more efficiently and qualitatively, improving the standard of service as well as public confidence in the results produced.

Through these concrete and collaborative measures, AIHSP is cooperating with INDOHUN to continue, support, and facilitate the development and quality improvement of laboratory services in various sectors. Mentoring activities are a real proof of such commitment, and expected to be a positive boost to laboratory progress in the future.
